Dark Brotherhood Charter

Article I. The Assassins
 
Section One: Admission to the Dark Brotherhood

An applicant to The Dark Brotherhood may be admitted by the Listener of Indoctrination or the Speaker of Indoctrination on an individual basis. Any prospective assassin is expected to be free of active wars and off any enemy target lists upon the time of his or her application. Assassins of the Dark Brotherhood pledge to desist from any malicious behaviour towards fellow assassins.
 
Section Two: Expulsion from the Dark Brotherhood

The Listener of Indoctrination may expel any assassin he finds unworthy to carry the banner of the Dark Brotherhood.
 
Section Three: Responsibilities of Assassins

All Dark Brothers and Sisters have the responsibility to fight for the Dark Brotherhood when at war, help when help is needed, and follow any and all rules and regulations put forward by the Black Hand.
 
Article II: The Black Hand

The Black Hand is the ruling body of the Dark Brotherhood. The Black Hand consists of the Listener of Deception, the Listener of Indoctrination and Death and the Listener of Avarice followed by the Speaker of Deception, the Speaker of Indoctrination, the Speaker of Death, and the Speaker of Avarice. The Listeners leads the alliance as a whole, and the Speakers lead their respective departments, which consists of Silencers willing to assist with the functioning of the alliance. Each Speaker is free to promote and demote any number of Silencers within their department.
 
Section One: The Listeners

The Listeners are the Supreme Leaders of the Dark Brotherhood and have the final say in all matters pertaining to the direction of the Dark Brotherhood, as well as overseeing all operations within the Dark Brotherhood. It is the responsibility of The Listeners to appoint their respective department Speakers. Any holding these titles serve only in The Listeners’ favor and the Listeners may reserve the right to strip and reappoint these titles as they please. The Listeners shall represent the Dark Brotherhood in all things and have the authority to administer and regulate all aspects of the Dark Brotherhood provided his/her actions do not conflict with this Charter. Should any Listener perish, or resign his duties, the other two Listeners will assume his/her role until a suitable replacement is found.
 
Section Two: The Speaker of Death

The Speaker of Death is the Supreme Commander of the Dark Brotherhood armed forces. The Speaker’s duty is to take any and all measures necessary to secure the safety and well-being of the Dark Brotherhood. The Speaker of Death is expected to establish and maintain a military structure that allows for an efficient and active army. However, the Speaker of Death may not declare war on another sovereign alliance without the expressed permission of the Listeners. The Speaker of Death may also create any titles or organisations he deems necessary to fulfil his duties. The Silencer(s) of Death will report to the Speaker of Death.
 
Section Three: The Speaker of Deception

The Speaker of Deception is the Chief Diplomat of the Dark Brotherhood and handles all diplomatic affairs pertaining to the Dark Brotherhood. The Speaker of Deception is expected to establish and maintain the Dark Brotherhood's Foreign Affairs Department and ensure that the ambassadors of the Dark Brotherhood represent the goals and ideals of the alliance accurately. Furthermore, it is the responsibility of this Speaker to negotiate all treaties between The Dark Brotherhood and foreign powers with the purview of the Listeners. Lastly, this Speaker is expected to maintain the Assassin's Embassy Row, purging inactive embassies and ensuring foreign diplomats are properly identified. The Silencer(s) of Deception reports to the Speaker of Deception.
 
Section Four: The Speaker of Indoctrination

The Speaker of Indoctrination facilitates the gathering of applicant nations to the Dark Brotherhood and ensures their proper education. This Speaker also establishes and maintains the Academy of the Dark Brotherhood, which applicants are required to attend unless an exemption is given by the Speaker of Indoctrination or any of the Listeners. The Speaker of Indoctrination is to mask all applicants who are deemed worthy of acceptance into the Dark Brotherhood's ranks and administer them tests to adequately assess their grasp of the knowledge deemed essential for all nations. Lastly, the Speaker of Indoctrination is expected to establish and maintain systems of recruitment through which the Dark Brotherhood may accumulate applicants and is expected to work with the other Speakers to create and maintain guides, which will provide technical knowledge to the assassins of the Dark Brotherhood.  To this end, the Speaker of Indoctrination may also create any titles or organizations he deems necessary to fulfill his duties. The Silencer(s) of Indoctrination reports to the Speaker of Indoctrination.
 
Section Five: The Speaker of Avarice

The Speaker of Avarice controls all fiscal assets belonging to the Dark Brotherhood and her assassins. It is the duty of this Speaker to provide for the growth of the Dark Brotherhood and her assassins and to allocate funds toward this goal. It is also the responsibility of this Speaker to create and maintain a banking infrastructure within the alliance. To this end, the Speaker of Avarice may also create any titles or organizations he deems necessary to fulfill his duties. In times of war it is expected of the Speaker of Avarice to work with the Speaker of Death in regards to allocating monetary funds to assassins in need of aid. The Silencer(s) of Avarice reports to the Speaker of Avarice.
 
Section Six: The Executioners

The Executioners are advisers to the government. The Black Hand is encouraged to take the executioners’ input into consideration, but is not obligated to do so. The Executioners are an optional portion of the government, and the Black Hand is not obligated to appoint any member to this position. Executioners are not entitled to in-game officer access, though it may be granted by decision of the Listeners.
 
Section Seven: Impeachment
 
If an assassin in any leadership position fails to fulfill expectations, abuses his or her powers, or does not have the confidence of the Dark Brotherhood for any reason, a vote of no confidence may be initiated. For a no confidence vote to carry forth, at least five general members and one member of The Black Hand must put forth the leader to be voted upon and the reasons for impeachment. A vote will take place among the general membership for no less than 48 hours and no more than 72 hours. A supermajority of two-thirds, from the voting membership, is required to remove an official from office. Any Listener may also be removed by the unanimous vote of The Black Hand.
 
Article III: The Silencers

The lower government of The Dark Brotherhood consists of the Silencers. The Silencers’ main duties are to help the Speakers with the running of the alliance.
 
Section One: The Silencer of Death

The Silencer of Death is expected to assist the Speaker of Death in maintaining an efficient military. In times of war, he is expected to help direct the armies of The Dark Brotherhood.
 
Section Two: The Silencer of Deception

The Silencer of Deception is expected to assist The Speaker of Deception in establishing and maintaining the Dark Brotherhood's Foreign Affairs Department and to ensure the ambassadors of the Dark Brotherhood represent the goals and ideals of the alliance accurately.
 
Section Three: The Silencer of Indoctrination

The Silencer of Indoctrination’s duty is to organise forums and events to maintain the activity of the Dark Brotherhood. It is the duty of this Silencer to increase member retention and promote forum signups and activity. The Silencer of Indoctrination is also responsible for recruiting prospective members to the Dark Brotherhood.The Silencer of Indoctrination should also assist the Speaker of Indoctrination as needed. The Silencer of Indoctrination reports to the Speaker of Indoctrination.
 
Section Four: The Silencer of Avarice

The Silencer of Avarice’s duty is to assist the Speaker of Avarice in whichever way the Speaker of Avarice feels necessary. The Silencer of Avarice also helps to ensure that the bank’s resources are up to date and assists the Speaker of Avarice in day to day activity as well.

Article IV: Legislative

The voting members of the Black Hand shall be composed of The Listeners and the Speakers. They can vote to ratify or reject amendments, to make laws and policies, and to decide other matters relating to the good of The Dark Brotherhood and its member nations. All members of the Dark Brotherhood may only vote once in any given matter, and no vote will wield more power over any other vote. All legislative votes need a simple majority to be passed.
 
All government members must sign in when they vote, declaring that they have voted but not specifying what they voted for. The period of voting will consist from the time the vote is posted by a member of the Black Hand, and last for one week. At the end of the voting period, if there is a tie, the Listeners may either veto or ratify the legislation, otherwise the issue voted on automatically fails if no majority in favor of the proposed legislation is reached.
 
Any legislation passed by The Black Hand must first be approved and signed by The Listeners before it can be executed. The Listeners' approval is not required to sign into law any legislation passed by a unanimous vote of the Speakers.
 
Article V: The Five Tenets

Tenet I. Never dishonor the Night Mother.
Tenet II. Never betray the Dark Brotherhood or its secrets.
Tenet III. Never disobey or refuse to carry out an order from a Dark Brotherhood superior.
Tenet IV. Never steal the possessions of a Dark Brother or Dark Sister.
Tenet V. Never kill a Dark Brother or Dark Sister.
 
Article VI: Amendment Process

If a nation finds that the Charter of The Dark Brotherhood needs to be amended, it is to bring the correction to the attention of a member of the Black Hand. An amendment will then be written and presented to the Black Hand to be voted on. The amendment must pass with a simple majority and be approved by the Listeners to be ratified. However, an amendment may also be ratified by the unanimous vote of the Speakers.
